Dear Judge Ochoa:
Enclosed is the Final Report prepared by the 1998-99 Grand Jury, In response to more than 250 letters from concerned citizens in the county we investigated several agencies and prepared 12 agency reports.
All letters were reviewed and each complaint verified. In some cases, the efforts of the complainants and the jury in cooperation with agencies resulted in immediate corrective actions that are not reported in the published report.
It is the hope of this Grand Jury that the public will be served by this publication and that together with the power of the citizen vote, better and more efficient county government will result. During our investigations we found many outstanding public servants, but-because it is our assignment to be constructively critical, we were unable to commend these individuals in the report.
This report represents the involvement of the entire Grand Jury body and is the result of many hours of involvement by all of the members. I appreciate the contribution, hard work and tenacious dedication of each and every member of the 1998-1999 Grand Jury.
