Dear Honorable Judge Gordon:
The City Council of the City of Guadalupe has requested that I respond on their behalf with regard to the above captioned Grand Jury Reports.
With regard to all of the recommendations in the two reports -- they are good ideas. Unfortunately, the City of Guadalupe has neither the staff nor the financial resources to implement any of these recommendations. One exception, the public should take more responsibility for their own disaster preparedness.
Also, the voters of our community, as well as those in surrounding communities, have indicated a desire for less government. Less government means less attention to disaster preparedness and less government ability to prepare for the communications revolution. The question, then, is why is the grand jury making recommendations which run counter to the will and dictate of the people.
