b) Direct Clerk to transmit the response to the Presiding Judge of the Superior Court and Grand Jury Foreman by June 26., 1995.

SUBJECT: Item A-47 on the June 6,l 995 Agenda - Board of Supervisors Response to the 1994/95 Grand Jury Report on Issues in Public Works
RECOMMENDATION:
That the Board of Supervisors accept the Civil Service Commission's response as the Board of Supervisors response to the 1 994/95 Grand Jury Report on Issues in Public Works with the following addition:
Response to the Grand Jury Recommendation #1b - The Board concurs with the Commission's finding that it is not appropriate or necessary to implement amendments to the Civil Service Rules providing remedies for violations to temporary assignments. Administrative practices currently in place handle these types of issues adequately. Therefore, since no amendments are recommended by the Commission, no amendments are authorized.
EXECUTIVE SUMMARY & DISCUSSION
Our Office concurs with the Civil Service Commission's response to the Grand Jury Report on Issues in Public Works. However, the Commission did not directly respond to Grand Jury Recommendation #1 b which states that "The Board of Supervisors should authorize amendments providing remedies in Civil Service Rules as recommended by the Civil Service Commission".
As stated in the Commission's response to the Grand Jury, it is the Commission's position that it is not appropriate or necessary to recommend amendments to the Board. Assuming that the Board concurs with this response, it implies that there is no need for the Board to

respond to Recommendation #1 b (as there are no recommended amendments for the Board to authorize).
However, to eliminate any potential confusion over the Board's formal response to Recommendation # 1 b, it is recommended that the Board consider adopting the recommended response.
SPECIAL INSTRUCTIONS
Please forward this response, along with the Civil Service Commission's response to the Grand Jury Report on Issues in Public Works, to the Presiding Judge of the Superior Court and the Foreman of the Grand Jury along .
